JOB DESCRIPTION

Regulatory Analyst 

Salary Grade: G09
Minimum  Midpoint  Maximum
$50,991 - $67,562 - $84,134

SUMMARY:  

Under direct supervision, provides specialized, technical and analytical support to the case management, technical rate services, and cost of services functions.

ESSENTIAL DUTIES AND RESPONSIBILITIES: 

Coordinates efforts to successfully meet the established objectives of the case team

Reviews and coordinates testimony and interrogatory responses to ensure accuracy, consistency, and clarity

Develops, implements, maintains, and utilizes the companys  regulatory compliance system

Coordinates the production of complex financial and technical data and interprets the results for management 

Communicates regulatory compliance filing requirements to appropriate areas of the company and gains cooperation from those areas to meet the requirements

Uses knowledge of finance, accounting, economics, business, and regulatory principles to evaluate issues and develop policy proposals and strategies

Identifies problems and issues, analyzes them, and develops solutions or company actions to address them

Works with Commission compliance, engineering, and other staff, attorneys, consultants, and all areas of the company to accomplish regulatory objectives

Provides regulatory support services to many departments within the company, including Operations, Bulk Power Marketing, Transmission, and Finance

COMPETENCIES: 

Analytical skills and the ability to apply these skills to various technical areas within the company

Thorough knowledge and understanding of the company¿s regulatory requirements as well as business and utility issues

Ability to identify potential regulatory issues or problems and form sound recommendations
Strong project management skills

QUALIFICATIONS                    

MINIMUM EDUCATION AND/OR EXPERIENCE:  

Bachelor¿s degree from a four-year college or university in accounting, finance, economics, computer science, or related field, with one to three years of experience, or equivalent combination of education and/or experience related to the discipline.

COMMUNICATION SKILLS:                   
Ability to read, analyze, and interpret general business periodicals, professional journals, technical procedures, or governmental regulations

Ability to write reports, business correspondence, and procedural manuals

Ability to create presentations and effectively present information and respond to questions from groups of managers, clients, customers, and the general public

MATHEMATICAL SKILLS:                   
Ability to work with mathematical concepts and develop electronic spreadsheets

Ability to apply concepts such as fractions, percentages, ratios, and proportions to practical situations

COMPUTER SKILLS:    

In depth knowledge and experience using personal computers and word processing, spreadsheet, presentation, and database software

Solid working knowledge of database management and analysis systems

ANALYSIS AND PROBLEM-SOLVING ABILITY:  

Ability to solve practical problems and deal with a variety of concrete variables in situations where only limited standardization exists.  Ability to interpret a variety of instructions furnished in written, oral, diagram, or schedule form.

PHYSICAL DEMANDS:

The employee is regularly required to walk and/or stand up to 1/3 of the time and to sit up to 2/3 of the time.  Good vision and ability to adjust focus is required.  Manual dexterity is required. Employee must occasionally lift and/or move up to 10 pounds.

WORK ENVIRONMENT: 

Office environment.
