SUMMARY:

Manages an engineering team comprised of highly specialized transmission planning engineers. Analyzes and makes recommendations regarding the state-wide operation and expansion of the short-term and long-term electric transmission system. Defines the requirements of the transmission system to ensure compliance with appropriate reliability, operating, and planning criteria. Oversees preparation of the NERC-required ten-year planning documentation, capital budget, and business justifications for upgrades and/or additions to the transmission system pursuant to PNM's Open Access Transmission Tariff (OATT). Represents the company with state and regional entities, other utilities, government agencies, and private industry.

ESSENTIAL DUTIES AND RESPONSIBILITIES:

Analyzes the requirements of the short-term and long-term transmission system and capital budget

Performs analysis and makes recommendations regarding the level and types of inter-utility transactions and regional operations

Evaluates transmission system improvements related to both load growth, generator interconnections, and tariff and non-tariff transmission service studies

Prepares all internal and external justification involving the company¿s electric transmission expansion plans and associated operating data

Analyzes and defines system transfer capabilities on the company¿s system and the systems of surrounding utilities, specifying design and performance criteria for the future generating system

Manages the development, monitoring, and documentation of compliance related activities related to transmission system facilities planning

Plans, organizes, budgets, and directs the activities necessary to accomplish department goals and objectives; develops and maintains department charter

Participates, supports, and reviews all retail regulatory filings and associated data preparation for consistency, accuracy, and reasonableness of results

Provides research, data, and expert testimony on company¿s transmission planning and improvement activities for regulatory filings and/or responses, as needed

Technical and engineering skills to execute the specific functions of the department

QUALIFICATIONS

MINIMUM EDUCATION AND/OR EXPERIENCE:

Bachelor's degree in engineering or related technical discipline with seven to nine years of related engineering experience in an electric utility and at least two years of experience in system planning, including two years of management experience, or equivalent combination of education and/or experience to the discipline.

CERTIFICATES, LICENSES, REGISTRATIONS:

Registration as a Professional Engineer is preferred.

SUPERVISORY RESPONSIBILITIES:

Hires, trains, evaluates, rewards, and terminates employees. Designs, organizes, prioritizes, schedules, and leads work assignments. Fosters good working relationships with various groups.

COMMUNICATION SKILLS:

Ability to read, analyze, and interpret business periodicals, professional journals, financial reports, and legal documents

Ability to effectively present information in one-on-one and small group situations to customers, clients, and other employees of the organization

MATHEMATICAL SKILLS:

Ability to comprehend and apply principles of advanced calculus, modern algebra, and advanced statistical theory

Ability to work with concepts such as limits, rings, quadratic and differential equations, and proofs theorems

COMPUTER SKILLS:

Knowledge of word processing, spreadsheet, and presentation software

ANALYSIS AND PROBLEM-SOLVING ABILITY:

Ability to develop creative solutions to complex problems, involving a multitude of complex guidelines and variables (e.g., planning, economic, technical, political, and regulatory).

DECISION MAKING:

Makes routine day-to-day decisions related to the management of the department and transmission system analyses and performance. Decisions will be based on sound engineering principles and the company¿s strategic direction. Makes recommendations regarding more complex decisions regarding transmission system expansion. Reviews the soundness of the engineering and technical decision-making and recommendations of his/her staff. Exercises considerable judgment regarding interpretation of company policy, management direction, and regulatory posture.

SCOPE AND IMPACT:

Accountable for Operations and Maintenance budget and recommendations for the capital budget for transmission system reinforcements.

PHYSICAL DEMANDS:

Ability to sit up to 2/3 of the time and to stand, walk, and stoop up to 1/3 of the time. Good vision and ability to adjust focus is required. Manual dexterity is required. Must occasionally lift and/or move up to 10 pounds.

WORK ENVIRONMENT:

Office environment with occasional travel to represent the company in meetings with customers, other state utilities, and government entities.

Employees in Services Company may be responsible for providing services to various Holding Company subsidiaries and affiliates.
