SUMMARY: 
Under limited supervision, manages and supports moderately complex projects increasing enterprise human capital and improving operational performance in the organizational capability realm.  Performs research, development, and implementation of programs and projects through Instructional Systems Design (ISD), PeopleSoft (ELM), Skillsoft, standard evaluation practices, knowledge management, leadership, management, and employee performance assessment and development using theory and technology of applied behavioral science, aligning with organizational goals.

ESSENTIAL DUTIES AND RESPONSIBILITIES:

  •  Utilizes outcome-based models for all projects, focusing on measurable results
  • Represents the department on mid-level projects with change, performance, learning and development implications
  • Provides project management leadership for process and software implementations; drives change in enterprise development and learning through technology
  • Delivers learning alternatives to employees at all levels toward achievement of organizational and personal effectiveness
  • Designs, reviews, implements, and evaluates learning programs; recommends enterprise-wide programs
  • Manages projects and programs as assigned
  • Administers employee development programs such as coaching, mentoring, and job rotations; removes obstacles to performance, both individual and organizational
  • Utilizes succession planning, career pathing, leadership development, knowledge management, creative problem solving, strategic planning, teambuilding, and facilitation, to align with organization training goals 
  • Isolates critical competencies for all levels of employees and provides accompanying assessment and improvement tools via both high-tech and high-touch delivery methodologies
  • Researches industry best practice tools and concepts for learning, organizational capability, and knowledge management systems/applications/tools, making appropriate recommendations
  • Manages processes to evaluate job performance as well as core competencies and develops action plans to address needs

  • Ability to create innovative business training solutions
  • Able to deal with ambiguity and meet deadlines
  • Ability to design, organize, prioritize, and schedule work assignments
  • Ability to constantly strive for higher levels of process and service delivery performance

QUALIFICATIONS                   
MINIMUM EDUCATION AND/OR EXPERIENCE: 

Bachelors degree in organizational behavior, communication,  or related field with five to six years of experience in performance management, development, adult education, succession planning, workforce development, training concepts/programs and methodologies or related area, or equivalent combination of education and/or experience related to the discipline.

COMMUNICATION SKILLS:                

  •  Excellent listening skills and the ability to apply effective communication techniques
  • Ability to read and interpret documents such as proposals, needs assessments, research reports and financial analyses
  • Ability to write and deliver a variety of learning programs
  • Ability to present information to various groups


COMPUTER SKILLS:   
Working knowledge of word processing, spreadsheet, database, and presentation software

ANALYSIS AND PROBLEM-SOLVING ABILITY: 

  • Understanding of a systems approach, recognizing the complexity of the organization and how it affects the performance of employees.  Ability to solve mildly complex problems and deal with a variety of abstract variables in situations where standardization may be absent.


DECISION MAKING:
Partners with Senior Enterprise Consultants in offering and recommending solutions.  Ability to work on mildly complex long-term projects and issues and respond quickly and accurately.

SCOPE AND IMPACT:
Integrity and accuracy in data gathering and manipulation for reporting to management is essential, as strategic decisions are made based upon this information.

PHYSICAL DEMANDS:
Ability to sit up to 2/3 of the time and to stand, walk, and stoop up to 1/3 of the time.  Good vision and ability to adjust focus is required.  Manual dexterity is required.  Must occasionally lift and/or move up to 10 pounds.

WORK ENVIRONMENT:
Office and field environment.  This position is based in Albuquerque, New Mexico.
